Procedures for The Issuance Of Certificates by MCS

1. REQUISITION AND VESSEL DOCUMENTATION

Step 1

The list of Publications and record must be sent at least 2 days prior to the estimated time of the survey together with the vessel’s flag, class & statutory certificates and
forms, certificates must show the periodical endorsements.

Step 2 - SURVEY APPLICATION FORM

REPRESENTS SCOPE OF REQUESTED SURVEY WITH TERMS AND CONDITION FOR THE CONTRACT BETWEEN THE CLASS & APPLICANTS.

The first section is stated for the vessel particulars, verified against the patent and ITC ‘69.

Step 3 - SURVEY ATTENDANCE LOGSHEET

This is to confirm that the attendance as specified in his form is hereby confirmed.

IN CASE THE VESSEL IS A NEW ENTRY TO MCS CLASS
“EX-MEMO WITH REQUIRED PLANS & MANUALS” must be arranged and sent to H.O Technical Department to be arranged and revised for approvals and endorsement with the nominated surveyor.

Step 4 - CLASS ENTRY FORM

Class Entry Form satisfied that this vessel is in a fit and efficient condition and recommend this vessel to be classed with that particulars.
Specially in new entry with the class otherwise we must verify that particulars every annual survey and any changes must
be recorded.

2. QUOTATION AND INVOICES

Once the requisition is received with the vessel’s certificates, the next step is to quote according to our tariff. The fees vary according to the type of survey and stated conditions by the Administration (TAXES) if applicable.

Prior to issuing the authorization to the surveyor, it is imperative to verify that the vessel hasn’t been detained in the last 9 months using virtual help like fleet Mon, EQUASIS and the PORT STATE CONTROL database, regarding the trading area of the vessel.
If the vessel was detained, more instructions shall be added to the typical authorization sent to the surveyor to be aware of and to confirm the rectification of all the detainable remarks.

INTERMEDIATE SURVEYS (IWS)

No IWS in lieu of the intermediate drydocking is granted by the HO, unless there is an IWS authorization from the flag administration and the condition of the vessel’s bottom permits as well.

3. ADVICE OF COMPLETION OF SURVEYS

Class guideline explains clearly that the Certificate of survey must be sent with the interim or endorsed certificates 24 hours after the authorization was sent. After 1 week almost class & statutory survey report has to be well received by H.O, otherwise
authorization for the nominated surveyor will be canceled.

If occasional or conditional surveys has been done temporary due to temporary features This form shall be used whenever a specific
survey checklist is not available for the survey being performed.

INTERIM CERTIFICATES

The interim class & statutory certificates have a validity of 5 months, and they are verified against the sent supporting documents sent by the surveyor + authorization in order to detect errors in the issuance of the same. While the interim ISM & ISPS certificates are valid for 6
months while the short-term certificates are valid for 5 months.

4. SURVEY REPORTS

Survey Procedures we provide and supplement our surveyors with, it shows clearly that the supporting documents must be sent within 15 days to 1 months after the survey was done in order to make the proper revisions.

LIST OF REQUIREMENTS  SURVEY PROCEDURE CONTAIN:

MCS Survey procedure contain a list of class &  statutory requirements which all surveyors  must follow and submit all their reports  supported by the required items mentioned in  each procedure for each type

5. ISSUANCE OF PERMANENT CERTIFICATES

After checking all submitted reports, supporting  documents and all items as per list of requirements  and any additional inquiries mentioned in the  surveyor’s given authorization, the full term is issued.

The issuance of Full-term certificates are reviewed  optimally by Technical H.O Department and  General administration before release.

VESSELS DETENTION

MCS Procedures for dealing with Vessels Detentions

Last Survey carried out  and the surveyor who  did it.

Verified that the  nominated survey has  been IN-MEMO with all  recommendations  found onboard.

After verifying that surveyor has placed  recommendations in case if the survey has  been issued within 90 days from the  detention date.

NOTICE OF RECOMMENDATIONS

Failure to rectified pending recommendations  prior the due date may cause the cancelation  of the class/statutory certificates of the vessel.

Additional/Occasional Survey must be issued  for verification that all recommendations under  responsibility for RO has been ratified.

If last inspection has been issued more than 3  months from detention date, next annual  survey has to be arranged in next port of the  vessel with detailed survey procedures and  instructions to the nominated surveyor.

Vessels’ Cancelation

Vessel’s cancelation upon the case of the  vessel and non compatibility with rules and  regulation and no intention by owner and  management companies to ratify the  recommendation to fit their vessels with.

In case of overdue surveys after the grace  period for the survey windows, we hopefully  send notice to ship owner’s and management  company to handle the situation, in case there  is no response we hereby by doing our Class  cancellations procedure.
